Our client, a large domestic airline, needed a skilled and experienced program management team to assist their in-house real estate and construction staff. The program management team served as an extension of the Owner’s team, and needed to be able successfully navigate all elements of the construction process, including: planning, procurement, preconstruction, construction, and closeout. Adherence to the negotiated program budget was essential, and the Owner’s team had to carefully monitor budget development and construction costs to ensure compliance with the stipulations of their lease agreement with the airport authority.
The Churchill team selected for the project were hand-picked due to their aviation experience and expertise in large civil works. In addition to serving as an Owner’s representative and managing contracts and costs, the Churchill team provided onsite support to monitor, validate, and challenge the general contractor’s schedule, change orders, and work plans. Our team assisted in the development of the program controls manual, integration with an online PMIS, and supported financial closeout operations with the airport on their P3-based acquisition process. In addition to program controls and cost management, Churchill’s engineers performed daily site progress walks to verify construction progress and identify inconsistencies with the architectural specifications.
Churchill was able to effectively make recommendations on the procurement of a skilled architect, general contractor, and various other essential project partners. We monitored construction costs for validity, while rejecting thousands of dollars in unallowable or questionable charges from the contractor during their monthly payment application process. As the project was on an extremely tight budget, we led value-engineering efforts to ensure the program met the established budget while delivering on the established scope. The Churchill team expertly guided the Owner through program challenges as they arose and were able to assist in the delivery of a successful airport redevelopment program.
